Final 0.3.X-beta release. Everything here should be working as expected. This is not a recommended branch to run.

Final version for 0.3.X-beta due to upcoming DB changes and additions.

Latest changes include some additional admin settings and modifiers, some code cleanup and splitting and some added features

Impersonation is now a feature for the root user. This is nothing too special, just mimics being a user.

Restore notification added to email notifications. This is added to the DB but is not a structural change.
